I have IP 1.2.0.27c installed and want to know can I alter what Mods can and can't do ??? in particular I dont want mods to be able to unlock or post on locked topics, I want them to be able to lock a topic, I have looked in ACP but have either missed it or I am looking in the wrong place..............

Methinks that you would have to edit /modcp.php to add or alter what are normally default Mod settings. :(

I quote this...

Those kind of permissions you need are not implemented.

No, you can't. :(

To do what you're suggesting would need a huge rewrite for a one-off situation.

MG does offer "Paid" coding, and that's probably the only way you would get it done. :P
